 8- Executive Summary:                                                                                                                                                                                                                                 In 2009, Khmer Association for Development (KAD) rented a villager’s house to set up a Child Care Center in Dok Por village, Vor Sar commune, Samraong       Tong district, Kampong Speu province. In 2011, KAD purchased a plot of land on which some most needed infrastructure development such as school                  building, bathroom, water pond, water pump and street. In 2012, KAD relocated its Child Care Center from Dok Por village to Trakiet village where up to            now it has been located and operated its activities. In the Child Care Center, the Child Day Care Service Provision project has been initiated and executed in        the purpose of improving the warm, safe care for the most vulnerable community children in Samraong Tong district through the delivery of safe                          homestay,   recreation, health care, protection from all forms of abuse, nutritious food, transportation, education on morality and decency, safeguarding              and comprehensive learning opportunity. The objectives of the Child Care Center include ensuring that 738 community children get access to all services            provided that meet their most priority needs; increasing the number of community children being enrolled to get educational services and creating income-        generating employment and self-employment for more than 412 families of children’s parents or guardians. The Child Care Center plays a vital role in the life development and improvement of community children in Samraong Tong district as evidenced, there have been more than 738 aged between 4 and 12 and adolescents aged between 13 and 17 receiving the most necessary services. In the areas covered by Khmer Association for Development (KAD), most women work for garment factories to get additional income to feed their children, so it requires them to depart from their home villages to their work places in early morning by leaving their children at home unattended or entrusting them to their old grandparents or to their relatives that was devoid of sufficient care. This factor causes a lot of serious problems that the children face; for instance, they drown in a water pond or canal; they have a traffic accident; they are sexually raped; they are seriously sick; they don’t have enough to eat and they miss their school entry opportunity. On the other hand, the preschool education is always ignored, especially in rural areas of Cambodia. Each school covers around 40 villages, but only some 35 children are admitted. In addition, there aren’t enough school or instructional materials and equipment used for instruction, and the child caregivers’ teaching activities are also inattentively done. The school located away from the villages is a very big factor either due to the lack of transport means and travel safety. The Classroom Tables for KAD School Children Project will be conducted to meet the needs of school children who are learning in KAD school through supplying their classrooms with new student tables on which they can sit more comfortably. Up to now, all student tables have been used for more than years in coincidence with the establishment of the Child Care Center, so they are getting older and older and need to be replaced. The project is a part of our educational system development plans, assisting in the enhancement of the rural early childhood care and education in keeping with the National Policies on Early Childhood Care and Education and the UN Convention on the Rights of the Child. The project will require the financial support from the Schwiering Stiftung so that it will be going smoothly and successfully. In addition, we believe that this project will assist in improving the welfare for the most vulnerable community children. As a result, 738 children gain warm and safe care services and change their behavior, for instance, they live in safe place, have enough food to eat, good hygiene and proper clothes, behave very well and receive proper health care, leisure time and safety from abuses, 738 children acquire physical, emotional and intellectual development and the children’s parents and guardians have enough time for their employment that generates income to support their households and have no concern about the safety of their children. Currently, KAD is going to execute a new project “Classroom Tables for KAD School Children Project” in the purpose of improving the condition in the classrooms and meeting the educational requirements of local community children, so on this occasion, on behalf of Khmer Association for Development (KAD), we would like to request the Schwiering Stiftung for a grant in the amount of EUR 8,250 to purchase 150 sets of tables that cost EUR57 each (150 tables x EUR57 = EUR 8,250).

II. Needs Statement:                                                                                                                                                                                                                                          In rural areas of Cambodia, the young children cannot get access to early childhood education program, especially the public preschool program or project and in contrast, only primary school and high school levels are opened. Around 65% of population in this district live under poverty line, and around 95% of them get the loans from private microfinance institutions that compel them to work to get money to pay for monthly loan interest. The employment potential in this area is garment factory for which they can work to get monthly wages to repay their loans that require them leave home early in the morning and return home late in the evening, and the garment factory work requires them to stay at their workplace all day long,  so they have no time to take good care of their children, especially, preparing their children for school. On the other hand, leaving the children at home alone really causes lots of problems, for instance; having traffic accident, suffering sexual rape, drowning in the water pond, missing the school and lacking the access to health care. When KAD opens the Child Care Center, it provides the rural community children with a great chance to get access to the most priority needs to improve their lives and to prevent them from suffering all problems as mentioned above.

III. Goal                                                                                                                                                                                                                                                                   To promote the early childhood education for rural community children in compliance with the Law of Education and National Policy on Early Childhood Care and Development of the Kingdome of Cambodia.

IV. Project Objective                                                                                                                                                                                                                                            To improve the condition in the classrooms and meet the educational requirements of local community children.

VI. Project Activities                                                                                                                                                                                                                                           The project activities will be done as follows:                                                                                                                                                                                                              The Project Management Team will re-study the prices of tables at the markets. They will contact the furniture sellers to negotiate the prices of and quality of the tables and then to produce and supply them to our classrooms.

VII. Project Strategies                                                                                                                                                                                                                                                In order to implement the project successfully, KAD will adopt the following strategies:

• The Project Management Team will do the research on the market prices of all types of goods that is going to be purchased in advance.
• The Project Management Team will require the goods sellers to warrant the quality of all kinds of goods.
• The donor’s logo will be attached to all kinds of goods purchased to show their financial support to the public.

IX.     Expected Short-Term Results                                                                                                                                                                                                                        – 150 tables will be made and supplied to the classroom.                                                                                                                                                                                             – As for the total size of each table will be 120cm in length x 40cm in width x 75cm with a draw and seat.

X.  Expected Project Outcome:                                                                                                                                                                                                                              – Some more students will be admitted to the Child Care Center.                                                                                                                                                                              – The classrooms will be well equipped that facilitate the learning activities to community children.

 XI. Monitoring and Evaluation

2. Evaluation:                                                                                                                                                                                                                                                   Khmer Association for Development (KAD) will establish an evaluation team by itself of which the project management team   will be a member. The evaluation will be done by looking at the uses of all achievements handed over by the service providers.

XII. Project Sustainability                                                                                                                                                                                                                                        In order to keep the project sustainable, some money will be allocated to fix and maintain all achievements handed over by the service providers.

5. The history of Khmer Association for Development (including its vision, goal, objectives, missions and current projects)

Khmer Association for Development (KAD) was established on April 19, 1999 by a group of Cambodian people who had different educational backgrounds including dentists, professors, medical doctors and community development workers and legally registered with the Council of Minister in the same year. In addition, KAD registered again with the Ministry of Interior on November 02, 2004. The purpose of KAD establishment was to participate with the government, both national and international organizations and Cambodian people in poverty reduction through implementing four missions including providing technical/human resource development, community development programs, salvation to the vulnerable people and promoting the human rights and democracy. The expenses on the establishment of KAD and the initial operation of the activities were the responsibility of the founders.

After its founding in 1999, KAD first began to carry out the sewing skills training and English teaching for community children and adolescents with financial, in-kind and labor contributions of all founders and private donors in America. In the following years since 2001, KAD gradually started to receive the tiny external support including Australian Embassy, Latter Day Saint Charities, Women’s International Group, Misereor, etc. At that time, there were only 5 staff, two of them work full time and got salaries and the rest were volunteers and the activities were done only in Kien Svay district where its head office was first located there too.

In 2007, KAD moved its head office from Kien Svay district to Ta Khmao town and used Kien Svay office as the first branch one of it. At Ta Khmao town, at first, we just began to implement the dental care programs by opening the dental clinic for both children and adults, and then, KAD gradually introduced and carry out some other projects and activities such as vocational training for beer promotion girls, violence prevention against beer promotion ladies and deepening local democratic governance through social accountability.

In 2009, KAD began to create the second branch office in Kampong Speu province. KAD first set up the Child Care Center in November 2009 in Dok Por village in the purpose of providing the vulnerable children with development focusing on the field of education and promotion of the children’s rights to development, survival, protection and participation. Since then, the cente gradually initiated and implemented the other new projects and activities such as Community Early Childhood Intervention, School Dropping Out Prevention, English Access Micro-Scholarship, English Teaching for Community Children, Community Library Book Reading, Community Development, Health Education for Community People and Child Day Care Service Provision.

5.1 Vision:                                                                                                                                                                                                                                                                      Our vision is that if there isn’t participation from the civil society, especially a national non-governmental organization, national rehabilitation and poverty        alleviation will not be well underway, so the role of civil society, especially the national non-governmental organization will be needed for the national                  reconstruction.

5.2 Goal                                                                                                                                                                                                                                                                           In order to participate in helping the communities, KAD has two goals as follows:                                                                                                                                               – To enable Cambodian people to manage and carry out their work by themselves because nobody knows more about their needs than they do. Anyway, we            will not be able to help provide the people with everything they nee We can only supply them with basic needs and besides those, we can help them                      according to the circumstance and where possible, except the long-term technical support that we can deliver.                                                                                       – To participate in economic and social redevelopment, boosting peace, building solidary and friendly environment and assisting each other in the name of            the nation of Cambodia.

• To improve the livelihood of the poor people and communities through provision of skills, professions and techniques towards income-generating opportunity, non- formal education, vocational training, education on social laws, health care, agriculture, environment, credit and other community development progra

5.4 Missions:                                                                                                                                                                                                                                                                 According to the above-mentioned views, in order to reach its goals and objectives, KAD will carry out four missions as follows:

• To provide the technical and human resource development,
• To implement the community-based projects/programs,
• To rescue the vulnerable people,
• To promote the human rights and democracy.

6. KAD programs                                                                                                                                                                                                                                         Since its inception 1999, KAD has implemented some programs including health, education, governance, media, children’s rights, vocational training and agriculture. The people who benefit from these programs are women, children and low-income households.

7. KAD’s position and role in the community and collaborating partners in its target areas                                                                                    KAD plays a vital role in the community development in collaboration with local authorities, community people, NGOs and relevant institutions of the government.

8. How KAD is unique. Explain why KAD services do not overlap with other similar services:                                                                                  In Samraong Tong district, there aren’t any organizations opening such Child Care Center that provide the community children with the most needed services. Only KAD has initiated the project of this type that promotes the well-being for vulnerable children on the field of the rights to survival, participation, development and protection.

9. KAD’s most important achievements that relate to this proposal:

• 487 community children are admitted to the Child Care Center to get access to the most needed services to improve their well-being.
• The children’s parents and guardians have enough time to do their work to get additional income to support their families.
• Several hundred kilograms of vegetables self-produced for our own kitchen and in case of abundance, they were sold.
• Some more types of infrastructure are constructed to meet the children’s needs and to enhance their living situation in the Center.
• Several thousands of e-co bricks have been produced for both new construction and old building renovation.

Past  and current funding from other sources:                                  In each year, KAD receives funding of less than USD100,000 for its programs. Our current donors are Schwiering Stiftung, Schmitz Foundation, Vespa Club of Melbourne, Asian Resource Foundation, Asian Community Trust and Helga and Bernd Aundrup Foundation. Board of Directors                                                                                                                                                                                                                               The Board of Directors is the legislative institution of the organization with 3-7 members who are highly-educated, well-behaved and well-experienced. The members of the Board of Directors are selected both from outside of KAD. The mandate of the Board of Directors is limited to two years. The Board of Directors can change its members at the request of its chairman through its meeting’s decision by the majority of 50 plus 1 or ordinary assembly. The Board of Directors is led by 1 chairman elected from the members of the Board of Directors in the board meeting which two-third of the members attend by the decision of the majority of 50 plus 1.

     1.1 Duties of the Board of Directors:

• To submit a request for an appointment and dismissal of Executive Committee to the ordinary or extraordinary assembly for examination and approval.
• To decide on the guidelines, the major plans, the goals and the activities prior to submission to Executive Committee for implementation in line with the objectives of KAD.
• To scrutinize and to propose a change of the members of Executive Committee and the Board of Directors to the assembly for approval. Two-third of the Board of Directors proposes the agenda to the assembly and decision, deprivation or change of any or all of the compositions of the Board of Directors or the membership of Executive Committee can be officially done by the two-third majority of the members of the assembly upwards.
• To formulate the guidelines and policy of Khmer Association for Development and put forward to the assembly for scrutiny and for decision.
• To monitor the activities and steer the Executive Committee towards their destination.
• To draft and to adopt the by-laws for KAD.
• To assist in finding funds for KAD in cooperation with KAD Director.
• To consider every request raised by the Executive Committee.

KAD staff:                                                                                                                                                                                                                                                   Currently, KAD consists of 30 paid staff – 17 of them are women. They hold different titles and take responsibility for respective duty including one executive director, one executive assistant, one project manager, one finance officer, one accountant, one administrator, one administrative assistant, five kindergarten teachers, eight primary school teachers, two chefs, four community workers, three drivers and one cleaner.

Volunteers                                                                                                                                                                                                                                             KAD works in cooperation with One-Two-One Charitable Trust that always sends their dental nurse and dentist volunteers to provide the community   children with dental treatment free of charge.

XVI. We requested the Schwiering           Stiftung for a grant in the amount of EUR 8,250 to purchase 150 sets of tables that have been supplied to classrooms used by the students for their daily           learning activities.
